Cancel build-in-progress logic

Bit of a change with Postbots, I have combined it with the concept of debug clinic to essentially to make a single bot review event. Easier for me to manage going forward!

So this session, had @chad going over Botato:

We implemented logic for cancelling structures under construction when they take significant damage, preventing wasted resources.
